Richard P. Lee
Attorney Richard P. Lee is an accomplished attorney with more than four decades of experience practicing in the areas of mobile home park law, environmental law and land use law. He received his Juris Doctor from Florida State University in 1980. Prior to entering law school, Mr. Lee received a B.S. in biology from Emory University and subsequently pursued a M.S. in environmental science also at Emory. Upon graduation from law school Mr. Lee was employed by the Florida Department of Environmental Regulation (DER) where he ultimately served as a Deputy General Counsel. He entered private practice in 1985 specializing in environmental law and served on the Executive Council of the Environmental and Land Use Law Section of the Florida Bar from 1985 - 1988. As part of his environmental law practice Attorney Lee authored or co-authored a number of publications including Environmental Law for the General Practitioner, as well as chapters in Florida Environmental and Land Use Law, such as “Groundwater Quality Protection” and “State and Federal Regulation of Construction Activities in the Waters and Wetlands of Florida.” His article “Land Use and Environmental Dispute Resolution: The Special Master” appeared in The Florida Bar Journal in 1995.
Attorney Lee began representation of owners of manufactured housing and recreational vehicle communities in 1986. That representation quickly became the majority of his practice. In 2002 he became a partner at Lutz, Bobo & Telfair where his practice has almost exclusively involved the representation of manufactured housing and recreational vehicle communities. While his practice does still involve environmental issues such as submerged land leases, asbestos and solid waste disposal, and wetlands permitting, Mr. Lee’s practice primarily focuses of matters related to manufactured housing and recreational vehicle communities as they arise from the myriad issues regarding the application and interpretation of Chapters 723, 513, and 83, Florida Statutes; the rules of the Department of Business and Professional Regulation (DBPR); federal and state fair housing laws (particularly as to age 55+ communities); mediation of rent disputes; water and sewer service and billing restrictions from the Florida Public Service Commission and local governments; and other regulatory issues brought to the firm by its numerous
manufactured housing and recreational vehicle community clients. Attorney Lee has given numerous lectures on matters related to manufactured housing for the Florida Bar, the Florida Manufactured Housing Association as well as at the request of individual clients.
